Statement 1:
Club owners cannot be trusted to maintain the integrity of the sport, nor should they be expected to be responsible for this. Governing bodies lack the resources and capabilities to maintain meaningful authority over club owners and have not found a successful method of doing so.
Statement 2:
Football clubs are not like other organizations in the private sector for two reasons:
They hold a status within, and, provide a service to the communities in which the exist.
The quality of ‘the product’ of football depends on competition existing. Therefore the health of the industry depends an element of ‘playing field leveling’.
